The first number gives the power of the magnification and the second number tells the diameter of the objective lens in millimeters which measures its light gathering strength. You can find some secondhand models at affordable prices. Mars and Venus on the horizon are a whole different picture when you can magnify your own vision.
Sometimes you can buy a great pair of binoculars on the Internet cheaper than in the stores. Even if you aren't planning on taking your new binoculars on the water, consider spending a few extra dollars on a pair that has waterproof housing.
